Rookie Flex Potential issue

 Teams,

As started in our Rosters,  one Flex Position must be a rookie starter every week.  

With that in mind I need opinions.

If there is an illegal starting lineup because someone does not have a rookie in one of the Flex Positions when the Games Start then the Commish will remove a player from flex to the bench.....

It needs to be fair and consistent and known beforehand.  

1 - commish removes lowest projected points flex player. 

2 - commish removes highest projected points flex player (punishment for not setting line up properly)

And 3 - does the commish put in a rookie or just leave the position empty?

If the commish puts in a rookie and there are multiple options.... 

1 - highest projected points?

2 - lowest projected points?

Also, I might need a volunteer who doesn't work weekends to help monitor the situation to make sure lineups are correct before kickoff sunday (or thursday if teams only option plays Thursday)
